Older crawl spaces were built to looser rules

Washington's Energy Code now requires a crawl space to have a set ratio of vent area to floor area and a 6-mil vapor barrier over the dirt. The WSU Energy Program monitored test homes for over a year and found that vented crawl spaces built to that standard rarely reached dew point and showed no measured moisture buildup in the wood. The catch is in the last few words: built to that standard. A 1961 ranch in Millwood or Indian Trail was not. Many still have bare dirt, blocked vents, and no barrier, and those are the ones we treat.

The ground freezes in January and floods in March

Footings in Spokane go at least 24 inches down to clear the frost line, and the soil around the house freezes solid for weeks. When the melt comes in late February or March, water cannot soak into frozen ground, so it runs to the lowest point on the lot. On a ranch, that is often the crawl space.
